Doctors Medical Center Management Authority (JPA)
The Doctors Medical Center Management Authority (or "JPA") is the result of a Joint Powers Agreement between the West Contra Costa Healthcare District and Contra Costa County. This separate public entity was created to provide management oversight of Doctors Medical Center (DMC). The JPA is composed of 7 members:
- Representing the West Contra Costa Healthcare District - (2) District Board members
- Representing the DMC Medical Staff - (1) affiliated physician
- Representing Contra Costa County - (1) Director of County Health Services, (1) CFO of County Health Services, and (2) members of the County Board of Supervisors
The JPA convenes at lease once during each quarter. Meetings are posted in advance and open to the public per Brown Act regulations.

May 17, 2007 Doctors Medical Center Planning Options The report is an assessment of the state of DMC finances and proposes business plan options for the hospital. The report identifies significant opportunities to improve hospital operations and its financial position through operational improvements, synergies with Contra Costa County Medical Center (CCRMC) and specific programmatic restructuring. It also includes areas of improvement that are underway and are beginning to show upward trends. In addition to the initiatives identified, the report indicates that DMC requires additional funding sources to continue operating (short term & long term). The report is a tool that allows DMC, the JPA and District Boards and the public to have thoughtful discussion about business options and to facilitate achieving a viable business plan for the community hospital.
